The frequently asked questions and answers listed here refer to ADR 2019.


1.     What does ADR mean?

ADR is an abbreviation and stands for "The European Agreement concerning the International Carriage of Dangerous Goods by Road" (originally in French: Accord européen relatif au transport international des marchandises Dangereuses par Route).

2.    What is a licensing certificate according to part 9 of ADR?

The T9-certificate is the licensing certificate issued by a competent authority for a vehicle for the transport of certain dangerous goods. The certificate is issued according to ADR 2019, Annex B, Chapter 9.1, sub-section 9.1.3.5 (hence the name "T9-certificate").

3.    Why do you not receive a T9-certificate ex works?

A T9-certificate is issued only for complete and completed vehicles, i.e. only vehicles completed with a body are given a T9-certificate. Only semitrailer tractors which do not need further bodywork and already have the necessary ADR equipment ex works are given a T9-certificate on dispatch. However, this is issued not by MAN Truck & Bus SE, but by a competent authority in collaboration with MAN Truck & Bus SE.

Along with the vehicle we provide the ECE permit. The ECE permit serves the investigating expert of the competent authority as a base. With the help of the ECE permit he can check which components according to ADR 2019, Annex B, Chapter 9.2 are installed in the vehicle and which ADR vehicle category the vehicle is to be assigned to.

4.    What is meant by AT, OX, EX / II, EX / III, FL and MEMU?

The ADR divides up vehicles used for the transport of hazardous goods into vehicle types respectively transport units, depending on the intended purpose of use. They must meet different requirements depending on the hazardous material which is to be transported (see ADR 2019, Annex A, Chapter 3.2, Table A). In ADR 2019, Annex B, Chapter 9.1, sub-section 9.1.1.2 the various vehicle types are described.

  EX/II  EX/III    a vehicle for the transport of explosive materials or objects with explosive material (class 1).
 
  FL
a)   a vehicle for the transport of liquid materials with a flash point of at most 60 °C (with the exception of diesel fuels according to norm EN 590:2004, gas oil or fuel oil (light) – UN number 1202 – with a flash point according to norm EN 590:2004) in fixed tanks or removable tanks with a capacity of more than 1 m3 or in tank containers or movable tanks with a single compartment of more than 3 m3 capacity or
 
b)   a vehicle for the transport of inflammable gases in fixed tanks or removable tanks with a capacity of more than 1m3 or in tank containers, movable tanks or MEGC with a single compartment of more than 3 m3 capacity or
 
c)   a battery vehicle with a total capacity of more than 1 m3 for the transport of inflammable gases.
 
  OX     a vehicle for the transport of hydrogen peroxide, stabilised, or of hydrogen peroxide, watery solution, stabilised, with more than 60% hydrogen peroxide (Class 5.1, UN number 2019) in fixed or removable tanks with a single compartment of more than 1m3 capacity or in tank containers or movable tanks with a single compartment of more than 3m3 capacity.

 
  AT
 
a) a vehicle, other than EX / III, FL or OX vehicle or than a MEMU, intended for the carriage of dangerous goods in fixed or demountable tanks with a capacity exceeding 1 m3 or in tank containers, portable tanks or MEGCs with an individual capacity exceeding 3 m3; or
 
b) a battery vehicle with a total capacity of more than 1 m3 that is not an FL vehicle.
 
MEMU Mobile explosives manufacturing unit (MEMU), means a unit, or a vehicle mounted with a unit, for manufacturing and charging explosives from dangerous goods that are not explosives. The unit consists of various tanks and bulk containers and process equipment as well as pumps and related equipment. The MEMU may have special compartments for packaged explosives.  


5.    Recurrent inspection for extension of the T9-certificate?

All vehicles which are used for transport of dangerous goods and which are subject to the ADR regulations must be submitted to an annual technical inspection according to ADR 2019, Annex B, Chapter 9.1, sub-section 9.1.2.3.

6.    What size of fuel tanks is permitted without being subject to the requirements of ADR 2019?

According to ADR 2019, Annex A, Chapter 1.1, sub-section 1.1.3.3 the following quantities may be transported or carried on board:
- in fuel tanks fixed to the vehicle max. 1500 litres,
- in fuel tanks attached to the trailer max. 500 litres
- and in portable fuel tanks max. 60 litres.
In cross-border transport customs regulations must be complied with.
